Rules Proposals for 2020 - deadline October 11!

On Sept. 11, the announcement below was posted to the Latest News page on IAC.org announcing that 29 rules change proposals have been received for our 2020 IAC Contest Rules book. I think it's actually 27 rules (a couple of identical proposals were consolidated). We're asking for comments from the membership, and the due date is Oct. 11, which is coming up shortly.
Some of the proposals will require a bit of study, and reference to the 2019 version of the Rules. I maintained the words of the proposers as best as I could to insure the integrity of their proposals, so there's a bit of reading required.
Over the weekend of Oct. 12-13, I'll summarize the votes received along with pertinent comments, for submittal to the Rules Committee for comment and then to IAC for inclusion in the IAC Board's agenda packet for discussion and voting at the upcoming Fall Board Meeting. So please help me out a bit, take a look at the proposals, and send your votes / comments in the format of "Yes, No, Comment" to me at Ruleschair@IAC.org.

The deadline for submission for IAC members to propose changes to the IAC Official Contest Rules for the 2020 contest season was July 1st. These proposals have now been compiled by IAC Rules Chair Doug Sowder. Originally a total of 16 proposals from the membership were received and posted this morning. However, a glitch in the email system revealed that there were actually 29 rule proposals.

An updated PDF with all 29 of the rule proposals is available for download below.

To be noted, there is work being done to revise the rule book to make it more concise and easier to navigate. The 2020 rule proposals presented here apply to the rule book as it stands in 2019; rule and paragraph numbering may change.

Members must submit their comments to this address: RulesChair@iac.org

Those comments must be received by October 11, 2019. All comments will be compiled and submitted to the IAC Board of Directors as a part of their agenda package for their meeting on November 6-7, 2019. The Rules Committee will present their recommendations on these proposals during that meeting as well.
